 We are currently seeking to recruit a *Short-term Civil Society Engagement 
 Advisor* to provide assistance for a CIDA-funded project to support 
 Indonesia's
 Islands of Integrity Program for Sulawesi (SIPS).  The project will assist 
 local governments in Sulawesi in implementing transparent government 
 administration practices in three areas: a) licensing and identification 
 cards, b) performance incentives, and c) procurement.
 
 The short-term advisor will be needed for approximately 25 working days 
 during the Inception Phase (27 August to 31 December 2010), with the 
 possibility of further intermittent work over the life of the Project.  Work 
 will take place in Jakarta, Sulawesi Utara, Sulawesi Selatan and possibly 
 elsewhere.
 
 *Responsibilities of the Short-term Civil Society Engagement Advisor*
 
 The tasks required of this advisor will include, but not necessarily be 
 limited to, the following:
 ·         Develop an overall strategy for civil society engagement in the 
 Project, including an action plan, to be incorporated into the Project 
 Implementation Plan (PIP).
 
 ·         Provide input into the first Annual Work Plan.
 
 ·         Provide advice to the Project team concerning appropriate methods 
 of incorporating civil society input into the selection of municipalities 
 (kabupaten/kota) which will be the focus of Project activities. Participate 
 in the selection process as required.
 
 ·         Provide relevant and current information concerning the names, 
 types, scope of activities and quality/reputation of relevant CSOs and key 
 civil society individuals in Sulawesi Utara and Sulawesi Selatan working in 
 the area of anti-corruption, with whom the Project should dialogue and 
 potentially involve in various Project activities. Relevant CSOs outside 
 these two provinces may also be included in this task.
 
 *Qualifications*
 
 ·         minimum of undergraduate degree in a relevant field (e.g. social 
 sciences, public administration); advanced degree preferred;
 
 ·         at least five years' experience working with civil society groups, 
 including women's groups, academic institutions and/or the private sector, 
 promoting the role and actions of citizens in participatory democracy, 
 ideally at the decentralized level;
 
 ·         strong track record of involvement with a range of civil society 
 groups and individuals active in the general area of anti-corruption;
 
 ·         significant experience in assessing the capacity of such groups 
 and individuals;
 
 ·         experience with and knowledge of the CSO community in Sulawesi 
 would be an asset;
 
 ·         significant experience in providing capacity development to such 
 groups/individuals (including private sector and academia) in building 
 relationships and linkages with government decision makers and officials 
 particularly concerning decision making and service delivery;
 
 ·         familiarity/experience with donor-assisted development projects;
 
 ·         sound understanding of the importance of civil society in 
 providing an oversight role with local government;
 
 - familiarity with decentralized governance in Indonesia, including 
 transparency and accountability mechanisms;
    - demonstrated ability to engage with government entities in a 
 collaborative, non-confrontational manner;
    - demonstrated ability to produce high-quality written material in a 
 timely manner;
    - ability to work professionally in English (spoken and written); written 
 material prepared for the Project may, however, be prepared in Indonesian; 
 and
    - commitment and ability to incorporate gender and environmental concerns 
 in a mainstreamed / cross-cutting manner in all aspects of the above tasks.
