CARE International Indonesia (CII), as an international NGO, has carried  out large scale operations in Indonesia, encompassing emergency operations,  transitional activities centered on agriculture and nutrition and a range of  development initiatives in such areas as water and sanitation, health and  micro-credit. 
CARE Indonesia in Makassar-South Sulawesi is currently  recruiting the following positions for its project:
1. JOB  TITLE      : PROJECT MANAGER  (PM-KOTA)
DEPARTMENT/PROJECT : PROJECT/KOTA 
REPORTS  TO  : REGIONAL PROGRAM  MANAGER
RESPONSIBILITIES AND  TASKS:
 Overall responsibility for implementation of the KOTA project  in Makassar and responsibility for representing CARE
 Coordinate  Project initiatives with National/Provincial/District governments and their  relates agencies and partner NGOs working in the target area
 In  concert with Regional Program Manager (RPM), develop start-up and detail  implementation plans, to include refining detailed budget and opening/set-up of  
KOTA Project
 Develop detail partnership guidelines for  implementation and management of relationships with    partners
 Provide consistent oversight and direction to partners to  ensure to be objectives of the project are met and the quality of work is in  keeping with GOI 
and International standards
 Mentoring local  partner on implementation of activities and design and establish monitoring and  evaluation tools for the project
 Develop detail advocacy plan in  concert with partners and work closely with GOI officials to address advocacy  issues focused at Provincial, District and 
Local level
 Provide  capacity building and oversight for local partner and  government in good  governance and incorporation of principles of gender, equity and  diversity
 Manage project staff by motivating them to meet their  target, supporting them with technical and management resources, and promoting  team work. As the project is primarily implemented through local partners, this  include developing forums for information sharing, capacity building and  accountability for local partners and beneficiaries
 In concert with  Admin  provide project management administration/project-based reports such  as: monthly activity report, vehicle reports, travel advance request, travel  plans and travel expense reports, etc and submit to PL, and appropriate  Jakarta-program support unit representatives.
 Work with RPM to ensure  that the project outputs and outcomes are being achieved by holding staff  and   partners responsible on work assignments in relation to project  needs and organizational policies.
 Work with RPM to develop and manage  project annual activity matrices and budget plan and implement field-level  activities accordingly
 Perform additional assignment that will  contribute to the basic function as requested by supervisor
 
SUPERVISES :  
BCC Officer, Watsan & Higiene Officer, Monev  Officer, Finance Officer, Admin Officer,  
QUALIFICATIONS:
 Proficiency in written and spoken  English
 Minimum of 5 years management-level INGO experience (10 years  or more preferred), preferably in water and sanitation  projects/programs.
 Proven project management and leadership skills,  including solid experience in budget oversight and  management.
 Excellent written and verbal communication skills; good  inter-personal communication skills essential
 Understanding of current  best practice in water and sanitation, hygiene behavior change, and gender  programming (preferably with experience in Methodology of Participatory  Approach/Promotion of Hygiene and Sanitation Transformation (MPA/PHAST), or  other similar community-based approaches)
 Strong understanding of  Sulawesi operating environment for development programs 
 Good  capability and ability to develop, communicate and maintain good relations with  partners and related GOI institutions
 Facility with Excel, Word and  Microsoft Project
 Familiarity with CARE Indonesia policies and  procedures a plus
2. JOB TITLE       :  ADMIN/PROCUREMENT OFFICER  (AO-K) 
DEPARTMENT/PROJECT  :  SUPPORT/KOTA 
REPORTS TO   : PROJECT MANAGER 
JOB  SUMMARY:
The Admin/Procurement Officer (AO-K) is to provide secretarial,  administration services to all KOTA project staff in Makassar, South  Sulawesi.
 RESPONSIBILITIES AND TASKS:
• Assist Project Manager to collect  Travel Expense Report project staff
• Assist Project Manager to prepare  a letter, Project data, and Monthly report
• Assist Project Manager to  process the office supply procurement
• Control and monitor the office  supply use and availability for regular needs of project staf
• Prepare  contract for services and repair office equipment, rent Office, car,  ect.
• Prepare ROP and breakdown of invoices for office utilities,  courier and others
• Maintain and monitoring organization's assets,  including vehicles/motorcycles.
• Monitoring log and fuel consumption  analysis properly by establishing vehicles/motorcycles files.
• Manage  regional asset list for below and above US$ 200 and under US$  200
• submit monthly asset report to Regional office Manager &  Administration Manager in 1st week of each month.
• Processing the  procurement request for  project and ensure the process comply with CARE  Indonesia Procurement Manual.
 
 Files/documents important and confidential paperwork such as  document transactions for data base, for local list vendor/supplier and records  all vendors/suppliers profiles.
 Updates and submits Procurement Status  Report (PSR) to the Jakarta Procurement Officer
• Establish and maintain  regional "Approved Vendor List"
 Provide training and support to local  partners on CARE procurement & administrative.
• Coordinate with  Regional Office Manager if there is personnel requisition for project purpose  and other HR duties
 Arrange/book flight for staff for official travel  purpose
 Arrange/prepare documents to be shipping to  Head  Querter, other field Offices or Overseas in necessary
 Assist  Supervisor as requested

QUALIFICATIONS:
• Bachelors Degree in Administration or  Management 
• Ability to communicate in English both spoken and written  is preferable.
• Ability to operate standard computer programs (Window,  Excel, Outlook & Internet, PowerPoint)
• Ability to build and work  in teams
• Minimum Bachelors Degree in Administration or Management  
• Minimum 2 years experience in Secretarial or Administration  Area
• Demonstrated ability to promote and initiate work processes and  complete given assignments with minimum supervision
• Fluency in Bahasa  Indonesia and English
• Advanced computer skills in MS Word and  Excel
• Trustworthiness, integrity, Good analytical thinking and  attention to detail
• Ability to work under pressure and tight deadlines  
• Ability to work in a team and a Customer satisfaction  oriented
3. JOB TITLE       : FINANCE  OFFICER  (FIN-K)
DEPARTMENT/PROJECT  :  SUPPORT/KOTA 
REPORTS TO   : PROJECT MANAGER 
JOB  SUMMARY:
The Finance Officer contributes to the overall performance of the  sub office by ensuring that all disbursements and receipts are processed  correctly and reported on time.
 RESPONSIBILITIES AND TASKS:
 Process advances (travel advance and  project advance) 
 Review and process travel expense report (TER),  project expense report 
 Process medical payment.
 Write bank  transfer letters & cheques.
 Process utilities  payments.
 Prepare all procurement payment (PO and Non  PO).
 Process cash receipts from Staff and ensuring that they are  deposited in a timely manner.
 Cancelling by placing the paid stamp on  all documents that have been paid..  
 Audit petty cash payments  (disbursement) and enter that in Scala after review.
 Manage the petty  cash float by ensuring re-imbursements are made on time and disbursements are  accounted for properly.
 Prepare bank reconciliation on  time.
 Ensuring that where there are errors, adjusting entries are  raised to effect corrections.
 Maintaine blank & signed  cheques.
 Ensuring that all documents are filed properly and on  time.
 Any other duties that maybe reasonably assigned by the  supervisor.

QUALIFICATIONS:
 At the minimum,  graduate of a 3-year diploma program in accounting, commerce, or business  administration.
 For field position, at least two years working  experience.
 Ability to work with computers and in particular Microsoft  Office like excel and word .
 Ability to work within tight  deadlines.
 Ability to work in a multicultral  setting.
 Attentiion to details
 Have a good communication in  English will be an advantage.
4. JOB TITLE        : COMMUNITY FACILITATOR (CF-K)
DEPARTMENT/PROJECT  :  PROJECT/KOTA 
REPORTS TO   : PROJECT MANAGER 
JOB  SUMMARY :
This position will be responsible to the Project Manager, but  technically will be supervised by Project officers. CF will work together with  CARE project Staff and other partner to design, planning and implementing  activities in community with related institutions.
 RESPONSIBILITIES AND TASKS:
 Work with in co-operation with Local  Government, opinion leaders, religious groups, and community based organizations  (CBOs), etc across the target areas, 
providing information to the community  about WATSAN and its components. 
 Organize meetings or events together  with the village leaders and or water committee for the purpose of project  implementation
 Facilitate and assist community organization to manage  WSS and health and hygiene education, reflecting gender equity and poverty  targeting principles.
 Build community capacity and assist community in  developing the Community Action Plan (CAP), constructing WSS facilities selected  by the community, and 
managing the O&M of the improved WSS facilities.  This will include the following:
 Address complaints and questions  about the project and help ensure transparency in all project implementation and  decision making.
 Monitor and evaluate project activities in community  level, in coordination with Monev Officers. 
 Provide timely and  accurate progress reports for the supervisor and other partners as appropriate  
 Monthly Update of Project Activities Reports (Including database,  indicator tracking tables, etc)
 Other tasks may reasonably requested  by supervisor
 SUPERVISES :None  
QUALIFICATIONS: 
• Have a degree  Environmental/  SI Civil Engineering
• At least 3 years experience  working with international and local non government  organizations
• Familiarity with community level participatory  approaches
• Proven good ability as a Facilitator
• Facility  with Excel and Word
• Demonstrated capacity to work as a team  member
JOB TITLE       : HYGIENE &  BEHAVIOR CHANGE OFFICER (H&BC-K)
DEPARTMENT/PROJECT :  PROJECT/KOTA 
REPORTS TO  : PROJECT MANAGER 
JOB SUMMARY  :
The Hygiene & Behavior Change Officer will work closely with PM and  other Officers and responsible for setting up and running hygiene and Sanitation  related promotion activities on water and sanitation issues for the Kota  Project. The Officer must have excellent oral and written communication skills,  an understanding of behavior change communication, Information, Education  and community (IEC) and the health/environmental issues related to water  and sanitation. Experience working with community, NGO and/or government agency  on similar topics is key. In addition, the officer must be highly organized,  pro-active, with superb creativity and understanding of health topics. The  position requires the ability to work long hours when required.
 
RESPONSIBILITIES AND TASKS:
 Develop BC concept and guidelines  for the health and hygiene behavior change component of the  program.
 Conduct a baseline study on knowledge, Attitudes and  Practice` (KAP) and Focus Group research of the communities on water and  sanitation topics, analyze data and pull out key messages and  findings.
 Work with team and consultants to select key messages and  design a Health and Hygiene Promotion strategy.
 Duties will include  creating a portfolio of Behavior Change Communication strategies, such as print  materials, community trainings, radio, theatre plays, etc.
 Contracts  artists/printing, radio and other agencies and plan strategy together with  them.
 Field test materials and strategies for effectiveness before  rolling out major campaigns.
 Guide and direct Health and Hygiene  Project Officers to assist in duties and train in villages (direct  supervision)
 Coordinate with the Community Implementation Team to  conduct awareness campaigns in the target communities to raise watsan and  environmental awareness.
 Coordinate with other Project teams to carry  out field work and training effectively (helping to design other brochures for  Technical or Policy; helping 
to present in workshops, etc)
 Submit  monthly progress reports to management.
 Other related duties as  assigned by supervisor.
 SUPERVISES :  None
QUALIFICATIONS:
 Have a  University degree in Public Health majoring in Behavioral Science & Health  Education or Marketing, Social Work, Communications or other related 
topic  degree 
 4 years experience in a related position preferably dealing  with Health and Hygiene Promotion, Behavior Change/IEC, Training on Water and  Sanitation.
 Excellent public communication and motivation  skills.
 Knowledge of various environmental and personal health issues  related to water and sanitation 
 Proficiency in English with an  ability to prepare documents/reports of high quality
 Awareness of  water and sanitation challenges in sulawesi as applied to a development  settings, with special attention to the needs of women and  children.
