Position Purpose: The Legal Liaison Officer has to assist NIAO and the Field Project in Cisarua in building a network of pro-bono lawyers assisting Asylum Seekers during the refugee status determination process and other legal issues on asylum matters and JRS advocacy. S/he will engage and accompany Asylum Seekers during their asylum claim. S/he will posses and promote high ethical values and should be driven by the spirit of solidarity and a long-term commitment to work with asylum seekers in Indonesia.

Contract Duration : 10 months (with possible extension)

Background Organization and Program:
The Jesuit Refugee Service (JRS) is an international non-governmental organization with a mission is to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. JRS undertakes services at national and regional levels with the support of an international office in Rome. Founded in November 1980 as a work of the Society of Jesus, JRS programs are found in over 50 countries, providing assistance to refugees in refugee camps, to people displaced within their own country, and to asylum-seekers in cities and held in detention. The main areas of work in Indonesia are in the fields of Pastoral, Education, Advocacy and Social Services to asylum seekers and refugees in urban areas and immigration detention centers and IDPs.
In choosing and implementing programs JRS places an emphasis on the above knowledge in root causes, policy and prevention and in all programs aims to find and advocate for durable solutions for refugees, asylum seekers and IDPs. JRS gives direct services, accompanying the displaced and assisting them to advocate for their rights.
JRS is also very much concerned with Advocacy and Human Rights work. This involves ensuring that refugees are afforded their full rights while in exile and during repatriation as guaranteed by the 1951 Convention Relating to the Status of Refugees, and working to strengthen the protection afforded to Internally Displaced People (IDPs). It extends to lobbying for and promoting greater international protection and human rights legislation, either through participation in international campaigns and coalitions or through membership of international for a, such as the UN Economic and Social Committee (ECOSOC).

Key Responsibilities:
A. Legal responsibilities:
1. Based on ethical guidelines outlined in the Nairobi Code accompany Asylum Seekers in Cisarua and assist them in compiling the information needed for their Asylum claim with UNHCR. Provide basic information about the Refugee Status Determination process and Indonesian regulations relevant for Asylum Seekers.
2. Help to establish an efficient pro-bono network of lawyers assisting Asylum Seekers during their Refuge Status Determination (RSD) process. Act as Liaison between Asylum Seekers and the pro-bono legal aid network;
3. Learn about best practices and case management during asylum applications from other JRS legal officers in the region, other NGOs providing legal assistance, publications, information and material available in order to develop best practice recommendations for case management of Asylum applications in Indonesia;
4. Assist Asylum Seekers and Pro-bono lawyers to write quality asylum applications and appeals to UNHCR toward refugee-status determination (RSD) for urban asylum-seekers according to ethical standards outlined in the Nairobi Code;
5. Be prepared to live in Bogor or Cisarua for service provision and to travel extensively to field offices of JRS Indonesia;
6. Represent JRS at different forums with regard to its advocacy work in statelessness, refugees and asylum seekers and become a focal person for JRS Indonesia in the forum;
7. Working with Indonesian authorities and UNHCR, define and implement a process for JRS to provide assistance to asylum seekers in support of the UNHCR process establish constructive relations.

B. Advocacy responsibilities:
1. Compile information and collect testimonies about individual cases and on the general situation and trends Asylum seekers face in Indonesia to be used in advocacy particularly with UNHCR and the Indonesian government on protection issues relating to asylum-seekers, refugees, and stateless persons in Indonesia;
2. Participate in coordination meetings of the legal aid network focusing on Asylum and protection issues and provide reports and updates on the progress of these meetings to NIAO and Project Coordinator of JRS Cisarua;
3. Develop and foster professional relationships with other NGOs and human rights organizations in Indonesia and elsewhere;
4. Together with the NIAO organize two trainings of pro-bono-lawyers on the RSD (Refugee Status determination) process under UNHCR, including best practices and ethical standards for assistance.


Minimum qualifications:
1. Fluency in English, both written and oral;
2. Some experience in accompanying vulnerable people
(previous experience serving asylum seekers and refugees is an advantage);
3. Ability to exercise sound legal judgment, well organized, self-motivated and
reliable with a strong interest in international human rights;
4. Legal degree from an accredited law school (or other relevant degree or experience);
5. A pleasant personality and compassion for refugees, asylum seekers, displaced people;
6. Experience in organizing trainings, establishing and organizing a pro-bono legal aid
network
7. Demonstrated ability to communicate effectively both orally and in writing;
8. Demonstrated ability to work in a team as well as individually;
9. Computer skills including Microsoft Office;
10. Proficiency in other Asian languages is an added advantage, e.g. Tamil, Urdu, Farsi, Arabic, etc.
