I. Organizational Context
Food and Agriculture Organization (FAO) is a United Nation agency which
provides technical assistance in
since 2006 provides support for the control of Avian Influenza, in cooperation
with national and regional Indonesian government livestock authorities. Project
activities are conducted in various locations nationwide.
National Technical Advisor (Veterinary Services) shall operate under the
overall guidance and responsibility of the FAO Chief Veterinary Officer, the
general technical supervision of the Emergency Centre for Transboundary Animal
Diseases (ECTAD), Regional Manager based in the Regional Office for
supervision of the Chief, TCES. The incumbent will be under the direct
supervision of the Team Leader of the FAO HPAI Programme in
functional and administrative guidance of the FAO Representative, with
technical support and backstopping of the Public-Private Partnership Project
Manager (AGAH, FAO
based in the Regional Office for
incumbent will be responsible for the implementation of remaining activities
under the OSRO/INT/805/
collaboration with the commercial poultry industry, Director General Livestock
Services (DGLS), the FAO ECTAD Indonesia team and any other relevant
stakeholders, and thereby facilitate the strengthening of dialogue and
collaboration between the public Veterinary Services and the commercial poultry
industry.
Duties and Responsibilities

Summary of key functions:
* Identify and map all the stakeholders involved in poultry production and marketing in
* Assess and document the current level of collaboration and partnership between the public and private sector for the delivery of animal health services which support the poultry industry in the detection, control, and prevention of HPAI;
* Facilitate the process of strengthening dialogue and collaboration between the public Veterinary Services and the commercial poultry sector;
* Organize remaining workshops funded by the OSRO/INT/805/
* Write a case study on public-private partnerships based on the lessons learnt from DKI Jakarta market restructuring
* Provide technical assistance as needed to the National Technical Advisor (NPQIP);
* Perform other related duties as required
III. Reporting
The consultant will have to prepare a draft final report in English on
project activities under his/her responsibility at the end of his/her
assignment. The reports will contain a complete review of activities undertaken
and their outputs as well as outcomes (using performance indicators). Impact
will also be assessed. A section on recommendations and lessons learned,
presenting guiding principles for future interventions, will be included. The
consultant will be responsible to compile the quarterly report. The report
should be submitted to ECTAD no later than two weeks after completion of the
assignment in hard and electronic copies.

Education:
* University degree in Veterinary Science
Experience:
* In depth knowledge of the Indonesian poultry industry
* Good understanding of the public-private partnership concept.
* Min of 3 years experience in related field
* Ability to work independently
* Good analytical skills
* Excellent communication skills both oral and written
* Working knowledge of English and good writing skill
Language Requirements:
* Good knowledge of the English language and speak Bahasa fluently
