We are looking for an experienced and highly motivated Indonesian citizen to fill the following challenging position as part of our regional team:

REGIONAL CHANGE LEAD (GOVERNANCE)

Reference Number: INT3457

2 year fixed term contract based in Jakarta with frequent travel from working base to the rest of the region

THE ROLE
• To lead the implementation and monitoring of Oxfam’s Regional Change Strategy, with a focus on the theme of building effective and accountable governments
through research, policy and advocacy approaches and drawing on the programme work of Oxfam and its partners
• To deliver support to country programmes on all aspects of this governance theme, consistent with the countries’ National Change Strategies – ensuring quality
and integration of programmes.
• To help develop country programmes’ ability to consistently learn from their work and feed that into the region through innovative means and knowledge
management, including the digital vision (using IT and mobile technologies).
• To keep abreast with new thinking in areas of ‘Governance’ such as budget accountability, decentralisation, participatory planning etc., and deliver support in
integrating ‘governance’ and advocacy work into programming.
• To work closely with the Country Director/Senior Management Team of the country where the post is based (Indonesia), to decide on relevant thematic
country priorities and work plans.
• To support country programmes to deliver and develop a strong monitoring and evaluation framework at the regional level to measure the regional theme
on building effective governments.
• To develop different approaches for programme delivery and building partnership/alliances to support the Regional Change Strategy, including engaging the
private sector.
• To develop a network of resources and proactively seek technical support from external agencies and within Oxfam to improve programme quality, learning and innovation.

THE REQUIREMENTS:
• At least 5 years of experience of working in governance and social accountability areas, ideally with some regional exposure
• Indonesian citizen
• Experience in working with civil society groups, mass organisations or movements
• Experience in building capacities of civil society groups and organisations
• Demonstrated experience in engaging with Governments on Budget Monitoring, Decentralisation, participatory planning etc
• High levels of spoken and written English
• Understanding of impact, monitoring and evaluation and ability to put theory into practice
• Knowledge of Information Technology and ability to use it in programming and learning
• Commitment to gender equality and putting women’s rights at the heart of all we do
• Ability to undertake travel away from home base essential, up to 12–16 weeks a year (indicative)

Coffey International Development in cooperation with the Nossal

We are seeking a Procurement and Probity Advisor for the Partnership.
The successful applicant will be responsible for oversight of
procurement and contracting undertaken directly by the Managing
Contractor and providing technical support to procurement and
contracting undertaken by partner provincial and district government
agencies.

To be successful for this position you will be graduate or
post-graduate qualified in a relevant field and will need to
demonstrate substantial experience in procurement, contracting and
management of assets, including experience in establishing
administrative systems for procurement, ideally in a government health
sector setting.

Experience working effectively in a team and the ability to engage with
and build relationships with government agencies will be highly
regarded. Proficiency in Indonesian is very desirable.

1. Disaster Risk Reduction Project Manager (Code: DRR-PM)

The incumbent is responsible to manage day-to-day Disaster Risk
Reduction (CLDRR) project, including supervision of DRR staff based in
Pariaman. This position will be responsible for overall planning,
implementation and monitoring of the CLDRR project in Pariaman. This
includes ensuring the project meets its objectives in the field as well
as representing the project at regional Alliance functions. This
position is based in Pariaman District Office and will work closely in
implementing the project with Child Protection and Education sector
staff at the district level and provincial levels.

Specific Requirements:

* University degree in Social Science or other related discipline

* Minimum 10 years working experience, and 5 years in Child
Protection and Education or DRR

2. Disaster Risk Reduction Project Officer - 2 post

(Code: DRR-PO)

The incumbent is responsible to Provide assistance to DRR Project
Manager - Pariaman based, on planning, implementation and monitoring of
the DRR project.

Specific Requirements:

* University degree in Social Science or other related discipline

* Minimum 5 years working experience, and 2 years in Child
Protection and Education or DRR

General requirements to both positions:

* Proven expertise on working children with a good skill on
child-friendly facilitation and involving children in programming.

* Experience in implementing DRR project is preferred.

* Working experience with INGO(s) and/or UN agency(ies).

* Operations experience in SC and specifically within SCiIDN.

* Strong teamwork and ability to lead a team

* Excellent communication skills

* Strong understanding of Government structures and functions as
well as general operations in Indonesia.

* Ability to work in a fast-paced, pressured environment.

* Sound reasoning and decision making skills.

* Strong written and verbal English and Bahasa Indonesia.

* Detail oriented

Vacancy for Field Engineer with TSU - Micro Hydro Project

Indonesia with its abundant water resources has potential for thousands of mini and micro hydro power schemes throughout the islands. Technical Support Unit (TSU) is interlinked with Green PNPM program. TSU’s aim is to provide technical support in order to ensure quality, sustainability and
technical sound design of the hydro schemes built under the program and to integrate best practices for sustainable hydro power with future PNPM activities, i.e. build and strengthen capacity at ground level.

TSU is seeking 1 (one) qualified candidate for the position of Field Engineer as consultant, preferable with experience in Micro Hydro implementation. The responsibilities of this vacancy are shown in the Term of Reference below:

Tasks
The Field engineer/extension worker will be stationed either in the TSU Project Office in Makassar, Sulawesi Selatan or in the TSU Field Office in Mamasa, Sulawesi Barat as a consultant with frequent travel and stay to Sulawesi Barat, Sulawesi Utara and Sulawesi Tenggara. He/she will work with a team of micro hydro experts for implementation of the planned activities.

In specific his/her tasks will be:

Overall (over the whole project period)
-              conduct site verification site visits
-              conduct site surveys of proposed and / or potential MHP sites
-              assist with preliminary site mapping of potential districts
-              on the job and formal training of PNPM field staff
-              preparation of detailed technical drawings / sketches as appropriate for field use
-              support respective PNPM staff in construction supervision of MHP sites
-              general office management tasks

Qualifications
-             Undergraduate/graduate from Civil or Mechanical Engineering (MHP Experience is a plus)
-              Capable of communicating, reading and writing in English
-              Project monitoring experience
-              Work experience on local institutional/ private level
-              Moderation/facilitation competence
-              Understanding of participative approaches for project development
-              Knowledge of international development cooperation
-              Knowledge of surveying methods and tools
-              Experience with AutoCAD (2007)
-              SIM (driving license) for motorbike (for car is a plus)

2. Vacancy for Senior Civil Engineer with TSU - Micro Hydro Project

TSU is seeking 1 (one) qualified candidate for the position of Senior Civil Engineer as consultant, preferable with experience in Micro Hydro implementation. The responsibilities of this vacancy are shown in the Term of Reference below:

Tasks
The Senior Engineer will be stationed in the TSU Project Office in Makassar, Sulawesi Selatan as a consultant with frequent travel and stay to Sulawesi Barat, Sulawesi Utara and Sulawesi Tenggara.
He/she will work with a team of micro hydro experts for implementation
of the planned activities.

In specific his/her tasks will be:

Overall (over the whole project period)
-              support of TSU regional coordinator in coordination of project activities with district PNPM
-              preliminary site mapping of potential districts
-              coordination of budget allocation preparations with respective PNPM and PMD regional staff
-              development of extension material for PNPM field staff in cooperation with national/international experts
-              site verification and surveys of potential sites
-              preparation of detailed designs, including drawings and RABs in collaboration with the TSU team and respective PNPM field staff
-              on the job and formal training of PNPM field staff
-              Support PMD in terms of community empowerment and training of field facilitators regarding identification, planning, designing and management of renewable energy technologies and systems.
-              support respective PNPM staff in construction supervision of MHP sites
-              preparation of site visit/progress reports
-              general office management tasks

Qualifications

-             Graduate from Civil Engineering (Micro Hydro Experience is a plus)
-              Minimum of 5 years professional experience as civil engineer
-              Capable of communicating, reading and writing in English
-              Project monitoring experience
-              Work experience on local institutional/ private level
-              Moderation/facilitation competence
-              Understanding of participative approaches for project development
