1. JOB TITLE: Chief of Party
LOCATION: Jakarta, Indonesia, with travel to other locations in Indonesia

SUMMARY:RI is currently recruiting Chief of Party (COP) candidates for an anticipated multi-year, USAID-funded Good Governance Program for Indonesia. The program seeks to improve services delivered by local governments in Indonesia.  To reach this goal, the program will create and strengthen incentive systems for improved local government service delivery; adopt innovative approaches to service delivery; and replicate improved practices on a larger scale.  The main areas for improved service delivery are health, education, and small business support.   The COP will be based in Jakarta with travel to project areas throughout Indonesia.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES:
·         Strategic direction and overall supervision and successful implementation of the program.
·         Overall development and oversight of program work plans (interim and annual) and budgets based on expected program outputs and results.
·         Liaise and consult with USAID, acting as the main representative and principal interlocutor.
·         Manage partnerships with international organizations, local partners, local ministries and municipalities, and civil society organizations.
·         Ensure sound administrative practices with regards to record keeping, compliance with USAID regulations, communications, etc.
·         Fulfill all USAID reporting requirements.
·         Ensure regular communication between Indonesia Office (Field Office) and HQ; this will include submitting required program reports in an agreed upon format.
·         Manage recruitment of national staff and ensure that all internal administrative and HR policies and procedures are followed in accordance with established RI and USAID standard practices.
·         Supervise and provide support to local and international consultants and staff hired to assist and work on the program.
·         Travel within Indonesia to ensure the performance and implementation of the program.
·         Coordinate activities internally with other RI programs in Indonesia.
 
QUALIFICATIONS:
                         
·         A graduate degree, preferably at doctoral level, in a relevant social or administrative science;
·         A minimum of ten years of experience with donor-funded decentralization or local government strengthening programs, preferably including previous experience in Indonesia and/or other South or Southeast Asian countries:
·         A minimum of five years of experience as Chief of Party in decentralization or local government strengthening projects;
·         A demonstrated track record of progressively responsible managerial experience implementing complex donor-funded projects with multiple activities;
·         Previous experience as COP, developing collaborative working relationships with counterparts, other implementers and international organizations and donors. This also includes supervision and oversight of monitoring, evaluating and documenting progress towards meeting project objectives; evaluating sub-contractor and grantee activities through consultative meetings, site visits and reporting requirements; working out solutions to keep activities on track and providing overall guidance and direction for achieving agreed targets and long-term strategic objectives.
·         Previous experience in efforts to improve local government services, including health, education, and economic governance, is highly desirable.
 
 
2. JOB TITLE: Community Engagement Specialist
LOCATION: Jakarta, Indonesia, with travel to other locations in Indonesia
DURATION: 4 Years 7 months
 
SUMMARY:RI is currently recruiting Community Engagement Specialist candidates for an anticipated multi-year, USAID-funded Good Governance Program for Indonesia. The program seeks to improve services delivered by local governments in Indonesia.  To reach this goal, the program will create and strengthen incentive systems for improved local government service delivery; adopt innovative approaches to service delivery; and replicate improved practices on a larger scale.  The main areas for improved service delivery are health, education, and small business support.   The Community Engagement Specialist will be based in Jakarta with travel to project areas throughout Indonesia.

·         Lead activities to raise citizen awareness in program areas, including .
·         Develop, implement, and manage a performance management plan for the project, including the development of performance monitoring criteria.  The performance management criteria will need to capture both direct and indirect outcomes, and control for other potential variables in statistical analysis.
·         Develop quantitative and qualitative indicators with special attention paid to data sources, collection methods, data quality assessment, and research design,
·         Plan and supervise work of the M&E staff, including junior statistician and performance monitoring personnel.
·         Work closely with the program team to monitor the progress of program activities and their impact on government service delivery.
·         Become familiar with local government service delivery of education, health, and business support services within the program area.
·         Travel within Indonesia to ensure successful performance and implementation of the program.
 
 
QUALIFICATIONS:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. 
 
·         A master’s degree from an accredited university in statistics, quantitative methods or mathematics or a Ph.D degree, preferably in Political Science, with a major or minor in research methodology;
·         Familiarity with social science research methods;
·         Familiarity with Indonesian research organizations and other reliable sources of social and economic statistics;
·         A minimum of five years of experience developing and applying indicators of complex political, social and/or economic change;
·         Experience in designing and executing experimental or quasi-experimental impact evaluations;
·         Experience in monitoring and evaluation of donor-funded democracy and governance improvement projects is desirable.
·         Ability to speak, read and write fluently in English is required The ability to speak Indonesian is highly desirable.

3. JOB TITLE: Monitoring and Evaluation Statistician

SUMMARY:RI is currently recruiting Monitoring and Evaluation Statistician (M&E Statistician) candidates for an anticipated multi-year, USAID-funded Good Governance Program for Indonesia. ESSENTIAL DUTIES AND RESPONSIBILITIES:
·         Work closely with the Chief of Party and other key personnel to implement, improve and maintain financial management policies, systems, structures, and procedures for the program.
·         Ensure the smooth day-to-day running of the finance office through supervision and management.
·         Plan and supervise work of the program-related finance staff including tracking and monitoring of procurements and expenditures, and establishes and maintains an office purchasing, inventory, and requisition system.
·         Coordinate compiling of project monthly financial reports for submission to the International Finance Controller and Chief of Party.
·         Prepare project budget vs. actual reports on a regular monthly basis.
·         Work closely with the Chief of Party to monitor the project budget.
·         Assist project officers in ensuring compliance with RI procurements and field accounting polices and procedures, compliance with donor agreement and audit requirements.
·         Work closely with project officers over the project implementation planning and cash flow projections.
·         Prepare budget revision in close coordination with Program Manager when necessary.
·         Make sure that financial records and backup documentation is ready for internal and external audits.
·         Works closely with HQ finance team and internal and external auditors.
·         Travel within Indonesia to ensure successful performance and implementation of the program.
 
QUALIFICATIONS:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. 
·         At least ten years experience in financial management; experience on USAID programs highly preferred.
·         Background/experience in water and sanitation programming, community development, or similar field preferred.
·         Highly organized and systems-oriented.
·         NGO experience and knowledge of donor guideline requirements (e.g. USAID, UN).
·         Ability to live, work, and travel within Indonesia.
·         Previous experience in West Africa; demonstrated experience in Indonesia is highly preferred.
·         Fluency in English required. 
·         Excellent diplomatic, interpersonal, and communication skills.
·         Demonstrated decision-making, problem-solving, and team-building ability.
·         Graduate degree in Accounting, Economics, or Finance.
·         Valid Passport.

The United States Peace Corps program in Surabaya, Indonesia seeks qualified and motivated candidates for the following positions. Peace Corps Indonesia is a US government program partnering with the government of Indonesia to help meet training needs in Indonesia and encourage the bond and cultural understanding between the two countries. Peace Corps brings volunteers from the United States to work in Indonesian schools to assist in the development of English language instruction. Our mission here will be opening in or around January, 2010. The office and all listed positions will be based in Surabaya.

INFORMATION TECHNOLOGY SPECIALIST

Position description: The Information Technology (IT) Specialist is an essential position which keeps all the network and communication systems at post functioning so that data can be accessed and exchanged securely at all times. The IT Specialist is the primary contact for first-tier technical support at an overseas post: administering the local IT systems, maintaining ITS mandated configurations, ensuring that all IT systems adhere to Peace Corps and US Government policy, and training Peace Corps staff in use of technology. This position requires high levels of problem solving skills and the ability to work independently, but within the bounds of policies and guidance set by Peace Corps Headquarters.

Qualifications Required:

Language Requirement: Fluency in Bahasa Indonesian and English.

Academic: Completion of education or training resulting in a baccalaureate degree in information technology or computer science, or the completion of five-years of work experience providing equivalent qualification.

Work Experience: At least two years experience in network administration, troubleshooting Windows computer systems and training computer users.

GENERAL SERVICES MANAGER

Position Description: The General Services Manager is responsible for post logistics, maintenance, purchasing, and inventory records. GSM coordinates Peace Corps' motor pool and oversees official vehicle maintenance. The GSM is responsible for locating and obtaining various services and materials needed or the operation of the post. The incumbent is responsible for the delivery of mail and shipments, and works with the US Embassy and Consulate and customs officials to ensure timely customs clearance of Peace Corps property. The GSM also monitors utility providers ensuring the most reliable service possible. Other logistical, reporting, and monitoring tasks will be assigned to the GSM as required to aid the operation of the Peace Corps program. This is a multi-function position requiring a great degree of energy, flexibility and creativity. Due to the myriad of duties required, the GSM will need an internal sense of prioritization and organization.

Qualifications Required:

Language Requirement: Fluency in Bahasa Indonesian and English.

Academic: Completion of secondary education required. University degree preferred.

Work Experience: At least three years experience in related field.

SAFETY AND SECURITY COORDINATOR

Position Description: The Safety and Security Coordinator provides safety and security support to post. The role of the SSC is to support Volunteer site inspection and selection, site visits, and revision of the Emergency Action Plan. The SSC has primary responsibility to monitor and maintain appropriate documentation regarding post compliance with security policies and be the contact point with the Peace Corps Safety and Security Officers (PCSSO), Safety and Security Desk Officers, Consulate security officials, and local law enforcement agencies in carrying out duties to ensure the safety of Volunteers and the Peace Corps Indonesia mission. The nature of Peace Corps requires safety to be integrated in cultural understanding and Volunteer integration into communities. The SSC must possess cultural acuity and sensitivity, and the ability to explain aspects of Indonesian culture to foreigners and provide advice for appropriate behavior.

Qualifications Required:

Language Requirement: Fluency in Bahasa Indonesian and English.

Academic: Completion of university degree required.

Work Experience: At least three years work experience in cultural training or security related field.

G-Resources is developing the Martabe Project in North Sumatra, approximately 40 km south-east of Sibolga. Gold and silver ore will be mined by open pit methods using a mining contractor. A processing facility will be built adjacent to the pit to process ore at a rate of 4.5 Mtpa to produce approximately 200,000 oz of gold and 2 million oz of silver annually.

MANAGER - REGIONAL EXPLORATION (GEO1201)

This position will be based in Martabe Project at South Tapanuli, North Sumatra and Jakarta and report directly to the General Manager - Exploration.

The role bf the Manager - Regional Exploration will be responsible for Management of the company s highly prospective 1639 km2 Contract of Work in North Sumatra, Indonesia. You will have a high level of autonomy and will be supported by a high quality team. G-Resources has a strong commitment to exploration as a plank in its growth strategy and has allocated significant budgets for Regional Exploration in the Martabe Contract of Work. Exploration is targeting high sulphidation and low sulphidation epithermal gold as well as porphyry copper-gold deposits and the successful applicant will have experience in these deposit styles. The incumbent will also have the opportunity to utilise their broad experience by participation in external project reviews and project generation activities.

Candidates for this role would be expected to have the following qualifications and experience:

KATA PENGANTAR

Tiap-tiap warga Negara berhak mendapatkan pengajaran. Hak setiap warga Negara tersebut telah dicantumkan dalam Pasal 31 (1) Undang-Undang Dasar 1945. Berdasarkan pasal tersebut, maka Pemerintah dan pemerintah daerah wajib memberikan layanan dan kemudahan, serta menjamin terselenggaranya pendidikan yang bermutu bagi setiap warga negara tanpa diskriminasi, dan masyarakat berkewajiban memberikan dukungan sumber daya dalam penyelenggaraan pendidikan. Untuk menyelenggarakan pendidikan yang bermutu diperlukan biaya yang cukup besar. Oleh karena itu bagi setiap peserta didik pada setiap satuan pendidikan berhak mendapatkan biaya pendidikan bagi mereka yang orang tuanya kurang mampu membiayai pendidikannya, dan berhak mendapatkan beasiswa bagi mereka yang berprestasi.

Pemerintah melalui Direktorat Jenderal Pendidikan Tinggi Departemen Pendidikan Nasional pada tahun 2010 meluncurkan program Beasiswa Bidik Misi untuk memberikan beasiswa dan biaya pendidikan kepada 20.000 mahasiswa dan atau calon mahasiswa dari keluarga yang secara ekonomi kurang mampu dan berprestasi, baik di bidang akademik/kurikuler, ko-kurikuler maupun ekstrakurikuler.

Program ini sangat penting untuk memutus mata rantai kemiskinan dengan cara elegan, sehingga dimasukkan sebagai program kerja 100 hari dalam Kabinet Indonesia Bersatu II.

Agar program penyaluran beasiswa Bidik Misi dapat dilaksanakan sesuai dengan prinsip 3T, yaitu: Tepat Sasaran, Tepat Jumlah, dan Tepat Waktu, maka diharapkan para pimpinan perguruan tinggi dalam melakukan sosialisasi, seleksi, dan penyaluran Beasiswa Bidik Misi mengacu pada pedoman ini.

Penerbitan pedoman program beasiswa Bidik Misi ini diharapkan dapat memudahkan bagi perguruan tinggi penyelenggara agar penyaluran beasiswa kepada mahasiswa dapat tercapai sesuai dengan harapan kita semua. Selain itu pedoman ini diharapkan juga dapat memudahkan bagi para calon mahasiswa atau mahasiswa yang akan mengusulkan sebagai calon penerima beasiswa, dan memudahkan bagi mahasiswa yang telah ditetapkan sebagai penerima beasiswa untuk mendapatkan haknya.

Dengan terbitnya buku ini, proses penyaluran beasiswa kepada mahasiswa diharapkan akan berjalan dengan lebih baik, dan mahasiswa dapat menyelesaikan studinya dengan lancar, berprestasi tepat waktu yang akhirnya dapat ikut andil dalam meneruskan perjuangan bangsa menuju pembangunan Indonesia sejahtera.

Akhirnya kami mengucapkan penghargaan dan terima kasih kepada tim penyusun pedoman ini dan semua pihak yang telah membantu dalam mewujudkan buku pedoman Program Beasiswa Bidik Misi ini.

PhD opportunities in a first class research environment

Job Description : Hannover Biomedical Research School, as part of Hannover Medical School (MHH), invites applications for its three PhD programs to commence in October 2010.

HBRS is one of Germany’s leading graduate schools, funded by the Excellence Initiative and offering top-level research, education and training possibilities. Under this umbrella our three international PhD programs Infection Biology, Molecular Medicine and Regenerative Sciences provide fully-funded studentships for a three-year course. In all three programs the focus is placed on individual research projects, complemented by program specific seminars as well as an individualized curriculum comprising lab and soft-skill courses, congresses, symposia and summer schools. Communication and teaching language throughout HBRS is English. Upon graduation students are awarded a PhD – life scientists may alternatively choose a Dr. rer. nat.

All three PhD programs are aimed at highly motivated postgraduates with a background in Medicine, Veterinary Medicine or the Life Sciences. We are looking for enthusiastic candidates of all nationalities who have a keen interest in one of the research foci offered by our programs.

The Cluster of Excellence Asia and Europe in a Global Context: Shifting Asymmetries in Cultural Flows at the Heidelberg University invites applications for three PhD fellowships for the cluster's project "The Asian Sea: A Transnational Maritime History of the Age of Imperialism, 1850-1918"

The fellowship is supposed to start as early as 1 April 2010 but no later than October 2010. Fellowship funding, monthly 1000 EUR, is initially available until October 2012 with the possibility of extension to a full three year period.

Dissertations may be in any field of modern Asian History from the mid-nineteenth to the early twentieth century that have a maritime, coastal, port, and interregional dimension and place their theme or local case study in the broader transnational development of the region as a whole. Successful candidates will have completed a Masters degree prior to taking up the position. Fluency in English, knowledge of one Asian language and ideally some command of a second European or Asian language is expected.

Applications including a cover letter, CV, university grade transcripts, three-page dissertation proposal and a writing sample (initial publication, chapter from MA thesis or research paper) and two recommendation letters should be directed to Professor Harald Fuess, director of the Asian Sea project, and submitted via email to Ms Shupin Lang lang@asia-europe.uni-heidelberg.de.

The scholarships is supposed to start as early as 1 April 2010 but no later than October 2010.

Deadline: Applications should be submitted by January 31, 2010. Interviews will begin immediately and continue until the position is filled.

Global Comparative Study on REDD Indonesia
CIFOR advances human wellbeing, environmental conservation and equity by conducting research to inform policies and practices that affect forests in developing countries. We are one of 15 centres within the Consultative Group on International Agricultural Research (CGIAR). Our headquarters are in Bogor, Indonesia, and we have offices in Asia, Africa and South America. CIFOR is looking for 12 Field Research Enumerators to conduct work on project sites related to reducing emissions (component 2) of the Global Comparative Study on REDD (GCS-REDD). GCS-REDD is a fouryear global comparative research project on first-generation REDD demonstration and readiness activities in selected countries across Latin America, Africa, and Asia. The goal is to provide REDD policymakers and practitioner communities with the information, analysis and tools they need to ensure effective and cost-efficient reduction of carbon emissions with equitable impacts and co-benefits the 3E criteria. The project consists of four components: (1) national initiatives (policy processes and strategies), (2) project activities, (3) monitoring and reference levels, and (4) knowledge sharing.

Period of work:

Monday January 25, 2010 through Friday May 28, 2010 (18 weeks) Duties and responsibilities:
Conduct social science field research (primarily household and village surveys) at a REDD project site in Indonesia
Assure the completeness, accuracy, and quality of field research data
Assure fluid communications among the Component 2 staff, REDD project proponents, and members of the local community
Participate in training, pretesting, and meetings, and other tasks as required

Requirements:

Undergraduate degree (S1)
Strong academic record
Capacity for conducting hard work with irregular hours in a remote setting
Good interpersonal skills
Good character
Reliability

Desired qualifications:

A degree in forestry or related field (agriculture, natural resources)
Background in social sciences (either major or course work)
Knowledge of climate change, forestry, and REDD
Prior experience in field work
Knowledge of the local language and culture may be preferred depending on the specific vacancy
