CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit. 
 
CARE Indonesia in Palangkaraya-Central Kalimantan, is currently recruiting the following position for its project:
 
JOB TITLE        : GENDER AND SOCIAL SAFEGUARDS SPECIALIST (GSS) 
DEPARTMENT/PROJECT : PROGRAM/KFCP 
REPORTS TO   : KFCP COORDINATOR  
 
JOB SUMMARY:
Part of CARE's role in KFCP is to contribute to the development of gender, social and environmental safeguards for KFCP, in line with international standards such as Climate Community and Biodiversity Standards and the Reducing Emissions from Deforestation and Degradation (REDD)+ Social and Environmental
Safeguards to ensure the commitment to advancing a pro-poor approach to carbon finance programming that reduces poverty, secures rights, enhances gender
equality. The position will report to the KFCP Coordinator and will be the key focus for this work within KFCP. The Gender and Social Safeguards Specialist will work closely with the KFCP Payments and Governance Specialist and IAFCP Forest and Climate Specialist, among others, in the development of safeguards and
associated procedures, and with the IAFCP Monitoring and Evaluation Specialist in monitoring the application of the these safeguards and procedures and in
evaluating any adverse socio-economic impacts of KFCP activities. The position will also be assisted, as required, by CARE technical support.

RESPONSIBILITIES AND TASKS:
1. Support the development of gender, social and environmental safeguards for KFCP, in line with international standards such as Climate Community and
Biodiversity and the Reducing Emissions from Deforestation and Degradation (REDD)+ Social and Environmental Safeguards with assistance from CARE technical support

2. Assist KFCP teams and units develop procedures consistent with these safeguards for implementing field activities and working with local communities in all KFCP interventions. This will include development of practical field tools and policies to guide KFCP in activities such as village participatory mapping and planning, engaging village labour, agreeing locations for reforestation and canal blocking activities, livelihood support activities, village institutional development, and benefit sharing.

3. Ensure integration of issues of gender, marginalisation and vulnerability throughout the activities of KFCP including but not limited to:
a. community planning, consultations and decision-making related to KFCP interventions
b. employment and benefit sharing arrangements
c. livelihood development strategies and plans,
d. piloting and implementation of payment mechanisms and incentives. In all such cases, the participation of women and marginal groups must be considered.

4. Train and support staff within KFCP and its implementing partners in use of tools and implementation of policies, procedures and standards, as well as providing gender and social awareness training as required.

5. In collaboration with the International M&E Specialist, support the KFCP Coordinator and teams to monitor the implementation of the gender and social
safeguard policies and procedures. This will involve contributing to the development of monitoring tools and approaches and supporting the implementation
of field monitoring activities.

6.  In collaboration with the International M&E Specialist, support KFCP to evaluate KFCP interventions especially their socio-economic impacts as felt by
women and disadvantaged, marginal and vulnerable social groups.

7. Support the undertaking of gender and social analyses at the community level to ensure that KFCP procedures aiming for gender and social equity in their
application are grounded in practice.

8. Promote awareness raising and introduction of practices that address gender and social equity within communities themselves, as they apply to KFCP
interventions.

QUALIFICATIONS:
Work experience:
a. Extensive experience managing complex projects and work with government agencies and building partnerships with NGOs or other civil society organizations would be an advantage.
b. Experience in the development, implementation, and evaluation of a community-based project.
c. Proven ability to manage team work to achieve certain targets by delegating the works effectively and creating an environment in which the individuals are
highly motivated.
d. Proven ability to develop and maintain effective and frequent communication which is critical for keeping the project moving, identifying potential problems, soliciting suggestions to improve project performance.

Computer and language skills:
a. Fully computer literate.
b. English spoken and writen is desireable.

Desirable Qualifications and Competencies (including interpersonal skills)
a. Familiar with CARE system is highly desirable.
b. Ability to develop people.
c. Excellent communication skills.
d. Good interpersonal skills.
e. Problem solving skills.

g. Willing to live and work in a remote location.

NUTRITION CONSULTANT

SurfAid is a non-profit, International NGO, humanitarian aid organisation, based in Indonesia, and with support offices in New Zealand, the USA, and New Zealand. SurfAid has been in operation in Indonesia for 10 years and has successfully implemented Community Based Health Programmes (CBHP), Malaria Prevention Programmes and Emergency Preparedness Programmes.

We are developing a strong 9 months nutrition component for our CBHP – the primary objectives of which are to:
·        reduce incidence of malnourishment in the under 5s;
·        increase understanding of nutritional importance of colostrum and exclusive breast feeding;
·        increase mothers' awareness of weaning foods, signs of malnourishment and good maternal nutrition.

The module will be designed to reach those who influence their feeding practices through individual, community, and social marketing interventions, and will strengthen skills and the nutrition behaviours of community. It will:

·        Include an effective and culturally compatible approach to training and social marketing;
·        Assess local behaviours in relation to food, address the constraints, and identify opportunities for improvement;
·        Develop and implement targeted communication strategies;
·        Enable impactful behaviour change.

OUR NEEDS

We are seeking an Indonesian speaking Consultant, with extensive experience in the Indonesian environment and expertise in nutrition, to provide SurfAid with assistance in the design of a community based approach to this module.  

The assignment is for 1-2 month period (commencing as soon as possible), and the Consultant will work very closely with the programme team.  The Consultant will be based in SurfAid's office in Nias.

The Consultant is expected to have:

·        Strong experience in the design of nutrition modules in the Indonesian context;
·        Experience of Community Based Health Programmes;
·        Understanding of social marketing approaches;
·        Strong Bahasa Indonesia skills – and preferably be an Indonesian national.

Key responsibilities:
 
• Lead on the strategic development of our Humanitarian Programme . S/he will also manage personnel and resources, and is responsible for maintaining positive relationships with partners, donors and other international agencies.
 
• To operate as a key strategic leader within the Indonesia country team, actively developing links with other related areas such as sustainable livelihoods whilst contributing to the development of the strategic direction of the organization.

• To ensure that all humanitarian projects contribute to measurable impact and are in line with organization's country strategy. 

• Development of organization's emergency public health intervention in Indonesia

• To ensure that all interventions increase the protection of civilians populations (especially in conflict areas), as well as increase Organization's role in promoting local, national, and regional policy and practice change through advocacy activities.  It will also involve working with the team to actively promote Organization's commitment to global gender equity.

• To ensure that adequate human and financial resources are available to implement team strategies and projects at zonal level.

• To support staff in producing the regular analytical, qualitative and quantitative reports on progress against the objectives

• To supervise humanitarian programme budgets, ensuring timely and accurate budget development and spending reviews, and that internal controls and financial procedures are consistently applied across the programmes.

• To maintain within the team a monitoring and analysis capacity that can directly improve Organization's ability to plan effective programmes and to respond to emergencies if necessary.  This will include periodic review of security procedures and protocols, and the analysis and discussion of key developments in the politics and humanitarian situation in Indonesia.

• To facilitate ER an EMP during disasters along with zonal office, and facilitate DRR work mainstreaming in the overall programme.

• To develop relationships and alliances with non-governmental partner organisations, government agencies, bilateral and multi-lateral institutions, and other international NGOs.

• Update the Country team on various humanitrain and emergencies updates and regular emergencies news and spots check on disasters in the country.

Competencies

Essential

• At least 5 years experience with international agencies in implementing and managing humanitarian responses, including experience of building local capacities to assess, design and manage programmes.

• Education: Master in International Management, Humanitarian or Development related field of study.

• Good understanding of relief and development issues from within the context of complex emergency situations.

• Analytical skills with knowledge and experience of participatory methodologies in data collection research and impact analysis.

• Knowledge and proven experience in managing the project cycle, including project planning, implementation, monitoring and evaluation.

• Ability to work independently with minimum supervision to build on and develop the job, combined with the ability to work as part of the team.

• Strong interpersonal skills and proven experience of leadership

• Ability to work as part of a multi-cultural team and communicate effectively, both verbally and in writing.

• Fluency in both written and spoken English.

• Computer literacy

• Willingness to work flexible hours and to travel frequently within country and overseas.

Internal Program Auditor-Internal Program Auditor - Assurance and Compliance(IPA/CFI)
 
Key Responsibilities:
 
1. Coordinates with Country Manager Human Resource and Operations the establishment of quality and reliably standards list for each component of the programs: Programmatic, SR, Finance and Administration.
 
2. Prepares quality reports by collecting, analyzing and summarizing information and trends.  Advise and coordinate with the country Managers the implementation of the recommendations.
 
3. Review, update and implement the Finance System in coordination with Finance Manager for Affiliated Entities. Ensure compliance through follow-up.
 
4. Train to Finance Affiliated Entities staff in finance issues as needed
 
5. Ensures proper finance reporting mechanisms are in place for monitoring of Affiliated Entities activities.
 
6. Monitors financial performance compared to the budget throughout the year and suggest corrective actions as appropriate. 
 
7. Report to International Office on Monthly basis the cash balances of the Affiliated Entities.
 
8. Monitors and follow up all sponsors related funds and budgets held in the NO and/or IO
 
9. Plan, coordinate and direct the project audit program as prescribed by the International Office Assurance area. 
 
10. Ensure that Project Audits are performed timely.
 
11. Ensure timely closure of finance audit recommendations; document, and ensure discussion and preparation of a plan of action.
 
12. Ensure that corrective measures are being followed on audit recommendations.
 
13. Conduct Audits of the Affiliated Entities in conflict or in face out process

14. Assisting the National Director in estimating and determining areas of risk for each auditable project or activity as high, medium or low, in order to determine resources needed to cover all the high-risk activities or projects.

15. Assisting the Zonal Managers, Country Finance Manager & National Director in re-evaluating all previously identified risk areas each year, determine if the risk level has changed in terms of Project management and providing ways-forward in mitigating it to lower levels such as high ranked risks becoming medium or low.

16. Ensuring that Management and Sector Heads are aware each year of what areas of weakness exist in their areas of operation whether or not they are covered by the External Audit Plan and think on ways of mitigating such weaknesses.
 
• Responsible to do field audit.

• Ensure that all organizational policy & procedures are followed

• Ensure that all findings are shared and communicated with Zonal and country Team and follow-up action are being taken.

• Ensure the timeline of the follow-up action are completed as per reasonable time.

• Make follow up and recommendation to Management team if the issue/findings are still not being corrected within 90 days after the issues raised.

Competencies
 
• University Degree in Auditing, Accounting, Finance.  CPA (or country equivalent) highly desirable.

Key Responsibilities:
 
• Represent ChildFund Indonesia and the project in formal and informal relationships with UNICEF, grant partners, government authorities and other stakeholders, as appropriate.

• Ensure that the project meets all the UNICEF cooperative agreement requirements related to project management, supervision, administration, implementation of planned activities and regular reporting to SPM and donor.

• Lead annual work plan preparation and oversee production of reports & deliverables to UNICEF.

• Oversee the dissemination of reports related to project activities.

• Supervise other key project personnel: Documentation/M&E consultant, Project Officer, Finance and Administration Officer, Field Coordinators from the local NGO partners.

• Coordinate and supervise all project-level conferences and training activities.

• Close coordinate with Eastern Zonal Manager for harmonizing project implementation and zonal profile updates.
 
Required Minimum Formal Education Level:

• Advance University Degree in Health Sciences/Medical Doctor, Master in
Public Health preferable
• At least seven (7) years of professional working experience in related
fields of community development in Mother and Child Health. Some
technical knowledge of newborn care, immunization, malaria, pneumonia
and diarrhea are desirable.

Senior Program Manager (SPM/CFI)

Key responsibilities:

People Management:

• Recruitment and management of programme staff, Zonal Managers and ensuring that they have the necessary induction, training and support as required;

• Ensure that staff are aware of organization's performance management systems, that objectives are set and monitored.

• Ensure that staff are aware of and abide with key internal and external protocols and principles (eg Code of Conduct, partners and govt relations ).

• Build and/or strengthen the capacity of all program staff in programme work and systems, procedures and protocols
 
Programme Management:

• To work closely with Zonal Managers to ensure an integrated programme.

• Work with specialists and with partners and institutions to ensure that programme indicators are set, measured and used effectively that their recommendations are taken into account in programme design, implementation, monitoring and evaluation.

• Ensure that the programme is implemented in a consultative, participative and gender sensitive way.

• Determine human resource needs and finance to implement the programme effectively.
 
• Ensure minimum standards in financial and logistical management are met to ensure accountability and transparency.

• Develop and up date program related data base gathered from Zonal Teams and document program best practices to enhance ChildFund image as a leader for children.

• Develop network with national and international NGOs, academic circle, research institutions and other entities for quality program implementation and quality enhancement.

• Assess country risks and opportunities for ChildFund operation, develop relationship with potential partners for affiliation, collaboration and support.

• Assist Programe teams while supervising of Zonal teams, especially when the projects are facing significant problems in project areas.

• Responsible for communication between ZO's to NO with NO to RO, IO Office, and other key stakeholders on program related matters. This would involve communications on changes of LoA, PDD, Budgets revision, partnerships etc.

• To be accountable and immediately accept any other duty as assigned by the National Director.

Programme Development:

• To contribute to the analysis of programme needs in Indonesia as part of the Senior Management Team

• Undertake assessments and design new interventions as appropriate and in line with the context.

• Support in developing project proposal and submission.

• Support and assist National Director in developing strategic direction and program plan for ChildFund Indonesia on all aspect of programming (conceptualization, design, implementation, monitoring and evaluation of impact).

• In collaboration with Zonal teams and Sponsorships, assist National Director in  in development of resource mobilization strategy, development of proposal and monitoring of grant funded and other special projects.

• Work Closely and support the Program Development and Grants Coordinator for writing proposal and ensuring donor reporting.
 
Reporting & Documentation:

• Responsible for all country program reporting meet the highest standards ; all deadlines are followed and donor reporting is ensured.

• Ensure that all  communication materials and other programmatic documents are in line with ChildFund Standards.

• Work closely with Media and Communications Coordinator for ensuring Documentation of ChildFund program activities.
 
Others :

1. To request and provide data and information about report of Grant and Non Sponsorship programs.
2. To request and provide data and information about financial report.
3. To request and provide data and information about reports associated with Relation of Sponsor.
4. To request and provide data about report on findings of field investigation.
5. To request and comply on financial audit results.
6. To request and provide support of data/information from Managers and staff.
 
Competencies:

• Substantial, demonstrable experience of programme development and project management work, and an understanding of relevant issues.

• A mature understanding of relevant issues derived from at least five years of field experience, preferably both in development and Child based organisation.

• Experience of managing a large scale programme.

• Proven analytical skills and ability to think strategically.

• Substantial and proven experience of financial and people management.

• Good interpersonal skills and able to lead a large team across a wide geographical distance.

• Diplomacy, tact and negotiation skills.

• Good communication skills - verbal and written – English and Bahasa Indonesia.

PROGRAMME DEVELOPMENT and GRANTS COORDINATOR

KEY RESPONSIBILITIES :
• Funding strategy/planning. Lead on developing and implementing the country programme funding strategy and country funding plan.

• Proposal Development. Assist Zonal and country teams in planning, coordination and developing high quality concept papers, programme proposals and budgets which are successful in getting funded by a variety donor agencies (e.g. logframe training/facilitation, writing programme plans in donor formats, advising on donor interests and guidelines);

• Donor Relations. Plan and implement donor relationship strategies; Proactively network with donors to pre-position Organization for accessing funds; coordinate and support others to engage in donor relationship building.

• Contract Management. Effectively manage a portfolio of existing contracts to ensure compliance with donor requirements; ensure reports are good quality and submitted on time; analyse and provide advice to programme staff on the funding policies and requirements of different donors

• Capacity Building. Provide training and induction to programme staff on project cycle management, donor requirements, Organization's internal procedures in relation to donors and other related issues.

• Research, mapping and analysis. Research and map existing and new donor prospects; Research and analyse changing donor strategies and advise on effective advocacy to donors

• Administration. Keep the Organization funding database and shared files accurate and up-to-date at all times; understand and be able to advise programme staff on how to use the programme management database effectively when a programme has external donor funding.
 
SKILLS AND COMPETENCE:

Essential

• Ability to work effectively with others influencing, supporting, informing and following as required in order to achieve fundraising targets.

• Ability to network and represent Organization to donors and external institutions

• Information management and IT skills with good attention to detail in order to develop and analyse donor budgets and financial reports; and to develop / maintain, and give guidance on electronic and manual contract management and reporting systems

• Effective oral and written communication skills with a wide range of people working in different situations,

• High quality written and spoken English language skills to write high quality concept notes and proposals

• Experience of coaching and delivering training at an individual and group level
• Ability to research, analyse, and report (e.g. researching donor priorities, evaluating proposals & reports)

• Commitment to the principles of gender and diversity, demonstrable cultural sensitivity.
• Able to work independently, set own work plan, meet tight deadlines and balance competing priorities

• Willingness to undertake frequent travel.
 
Desirable

• A broad understanding of INGO programming and Donor relations with at least 2 years experience.
• Experience of raising and/or managing funds from institutional donors.
